Bernardo is a graduate of the University of São Paulo, holds a Master's degree in International Human Rights Law from Northwestern Pritzker School of Law (USA), is a specialist in Digital Law from UERJ, is certified by the International Association of Privacy Professionals (IAPP), and is a researcher in the fields of technology and human rights. His education is complemented by concentration and improvement courses in Data Protection (FGV-SP), Digital Law Practice (FGV-SP), Media Policy (Annenberg-Oxford), International Law (OAS), Human Rights (Stanford and Luzern), and LGBTQIAP+ Rights (Clacso).

In addition to his technology background, Bernardo has extensive international experience, particularly in human rights and diversity. He has worked at the Inter-American Court of Human Rights, assisting in drafting judgments and provisional measures. He has also been involved with the International Lesbian and Gay Association (ILGA) and the Bluhm Legal Clinic, advocating for social minorities with a focus on strategic litigation in international fora such as the United Nations.

Furthermore, he is the founder of several academic initiatives, including the Data Protection Center (NPD-Techlab), the first study group dedicated to the subject at FDUSP, and the Arbitration, Law, and Technology Competition (CoDiTech), the first simulated trial competition in Brazil dedicated to technology with a focus on artificial intelligence. Currently, he serves as the Institutional Manager at the Legal Grounds Institute, a Coordinator at the Lawgorithm Association, and is a partner at Maranhão & Menezes Advogados.
