Victor Santa Cruz

Victor is a lawyer graduated from Mackenzie Presbyterian University, with a postgraduate degree in Corporate Law from Fundação Getulio Vargas. He focuses on Public Law applied to infrastructure, with solid experience in engineering contracts, bidding procedures, mergers and acquisitions (M&A), and the technical and economic regulation of complex markets.
Throughout his career, he has been part of leading teams in the infrastructure sector, where he developed skills in strategic legal consulting, regulatory analysis, and engagement with public bodies and Regulatory Agencies. His work includes supporting concession projects, investment structuring, and the analysis of administrative contracts.
In addition to legal practice, Victor also has technical experience in government relations and legislative advisory. He has served as an active member of committees at the São Paulo Bar Association (OAB/SP), CESA, the Legal Alliance for Racial Equity, and the Institute of Government Relations, and he was a fellow at Instituto Identidades do Brasil. He has also participated in initiatives focused on diversity and inclusion in the legal field, such as the “Incluir Direito” Project, and has been interviewed by outlets including Jornal Nacional and Bom Dia Brasil.
